Everything was working fine with old logitech g9x mouse and k70 keyboard. Got SS Rival mouse, plugged it in. Worked fine. The next time I started my PC, keyboard stopped responding randomly.
Now, to get things to work, I can go to device manager, delete the SteelSeries Rival 300 which is under Human Interface Devices. The keyboard immediately works, but then i have to unplug and replug in the mouse. Then they both work.
I've tried different USB ports and updated K70 firmware to no avail. This occured before downloading the SS Engine 3 software. Installing it didn't solve the problem.

I don't want to have to uplug my mouse every time I start my PC... Sorry for the TL;DR, but these things are finicky, and the devil's in the details.
